 Subject: 91 not shifting into od

I have a 91 sport with a 4-speed tranny, it's all good until if gets to 60. At 60 it doesn't shift into OD, the rev limiter hits instead. If I let off the gas it will shift, any ideas?
I checked fluids and fuses.

It should shift into OD long before 60, unless you have your gas pedal to the floor.

It doesn't matter where the gas pedal is, it just doesn't shift unless I let off completely.
