Ok I just found a '96 318 short block at a junkyard for $150. From what I've read I understand they're OBD II so I dont have to worry about electronics or anything and I can just wire in the 2 extra injectors. Now I'm just wondering what all I need for the rebuild. What all can I use off my 3.9? I'm thinkin maybe A/C,Water Pump, Power Steering, Alt...what else?

OBDII was required on all vehicles sold in the U.S. beginning with model year 1996. Any vehicle 1996 or newer is OBDII.

Might want to make sure your PCM will drive those two "extra" injectors.
The 95 Neons were actually OBDII.
Just a tidbit of info.
