Where can I find out about what is being talked about here. If they have flashed the pcm, why cant they put it back if the mileage goes down. what are they doing when they flash it? What does it change?

When they flash a PCM, all they are doing is basically installing a new program. Kind of like installing software on your home computer. The information in the computer is either wrong, or you want to change it (performance). They send in 24 Volts which erases part of the memory ("flashes") and then download a new program to the PCM. They can change pretty much whatever they want by doing this. Mostly they change fuel maps and such.
I heard that Detroit has a flash that will up horsepower levels by about 100 on the 4.7L. Pretty neat huh...don't think that one is getting out anytime soon! (that info came from Detroit in case you are wondering.)

So if they wanted to they could flash it with a new program that would up the mileage back up where it should be?
Or once they erase whats in there, they dont have the same program that was installed on it at the factory, to be able to put it back on it?

They can only put a program in that is designed by Chrysler, (or aftermarket)for that module. When they reprogram mileage the dealer has to (supposed to) put the mileage back in the car that was on it. They can change it but typically that mileage is stored in other modules so there will be a conflict. Plus, that's a big penalty if you were caught I believe.
