I had that same problem with my 91 back when it was fuel injected. The problem is the idle control motor. It is located on the drivers side front of the throttle body. You may be able to clean it with carb cleaner but I had too replace mine. I had this problem twice, the second time I converted it over too a carb. Hope this helps you out.

Replacing the idle motor is very simple. As I recall there is a procedure for setting the idle. I loaned out my Haynes manual, I'll go get it back and let you know the exact procedure.

It's called a idle control motor. I bought mine at NAPA. Napa has the Motor Part# MPF 32191 and it's 81.49 they also sell a repair kit Part# CRB 22193 it's 25.49. You can find these at Napaonline.com. When I checked at Autozone they told me it was a dealer item.

Hope this helps
