I found the answer. The drain is not on the left rear of the radiator. It's on the left side, just around the corner from where you usually find it. Easy access is from the the hole in the front fascia that looks like it would be for a tow hook. You do not have to remove any of the plastic bits.

There's a rubber tube about 5" long, that's in a loop, plugged in to the side of the radiator. You pull off top of the loop, and aim the rubber tube towards the bucket.

The petcock is a round plastic affair, right near the rubber hose. Use a pair of pliers and pull the tab straight out, then rotate gently counterclockwise about 190*. That's right, 190*. At 180* it drains very slowly. After it's open, spray with a little penetrating oil (not WD-40) and it will work easier.
