where is the best place and cheapest to get the hotchkis TVS with custom tuned bilsteins at. and if i put this kit on my truck will i be able to still tow and weigh down my bed and if i still can with exceptions about how much weight diff would it be

As long as you don't have like low profile tires, you can tow and haul just the same. You might need shorter tires, since you will probably sit on the tires or bottom out on a full load.
If you're that worried, just add a Roadmaster kit to the springs.
