 Subject: 98 R/T speedo problem

Can someone please help me out? I've got a 98 Dakota R/T and the speedometer is erratic. It usually reads around 70 at all speeds. I did the instrument gauge check and no codes came up, but the speedometer needle didn't move the same as the tach. The first movement the speedo needle hardly moved, then at the 12 o'clock position it went beyond that to about 1 or 2 o'clock position and it never went all the way over on the last check. Before I replace the instrument cluster, could it be another problem? I already replaced the vehicle speed sensor in the transmission, but I did not replace the sensor on top of the rear differential. Could it be that sensor or is it the actual speedometer that is bad? Any help would be appreciated.
