im guessing the plate you are talking about is the cowl vent panel .. if so to take the wiper arms off im guessing its the same as mine.. its a 2003 but there is a cap over the arm you have to take off and under it should be a 13-15mm nut.. then lift the arm up and rock the arm off the stem

Best way to remove Wiper Arms off the Wiper Post is to use a Battery Terminal Puller.
