Subject: Fuel Pump Issue or ???

Information on my setup:

1990 Dodge Dakota (2.5L/5-Speed original)
318 4-bbl/Torqueflite 904
Summit 12V Street Coil
Mallory Unilite Distributor
Electric fan upgrade/Imperial Thermostatic Fan Control

When I switch the truck on, the fuel pump sounds fine... A few seconds later and it bogs/slows down as if it is in a strain. I can crank the truck and it runs for a minute and then cuts off (no gas supplied to carburetor). I'll have to wait a moment and crank it back up. I've installed a new pump in the tank and the results did not change. I've tried everything I knew to do and is still stuck. The only thing I can think of is the plug on top[ of the tank.
