Based on your detailed description, it could be anything.

I wanted to see if I wiggled any wires would it go away but I kept getting shocked so i stopped.

I have some educated guess's but does anyone know these symptoms?

Turn key on, the airbag light comes on for roughly 4 sec's then it just shuts of for like 2 secs then turns on and stays on... ANyone know what that airbag code is?

I'm gonna guess its either clockspring, airbag module and possibly sensors... but does anyone know which one?

That is the clock spring, the light comes on telling you it works, then turns off. The computer runs its check, see's that it can't find the air bag and turns on the light. Replace the clock spring and all will be well. BTW I just did this.
