I have to take the truck through emissions and I have a problem. The problem isn't that the truck throws any codes, it does not. The problem is that the CEL will not cycle at start up. Everything else works fine, cruise, indicators, tach/speedo, EVERYTHING! The CEL does not come on if I purposely set a code and will not cycle at start up. Emissions failed me once because of this and even with the FSM I cannot seem to track this down.

Have you investigated for a faulty light or light socket?
All dash lights come on at startup as a "lamp check." If one does not come on, figure it may be bad and check for that possibility first.
