they used to have emissions laws here{Ky.} that pretty much stated the same thing but when I built the 408 it was a newer model year than my original 5.2 and still has all of the factory emissions equipment.They finally determined that the smog law here was unconstitutional so it became a moot point.I did smog test my truck once with with the stock 5.9 and it passed just like the 5.2
Besides,its up to them to prove that you have changed the engine.I dont know where you live but around here the VET testing guys were not the sharpest knives in the drawer.I ran my 71 Challenger convertible through the VET center 3 times in one day,flunked the first 2 and passed the third trip.All I did between trips was run the crap out of the car,never even turned a screw on the carb.Told them I tuned it up and showed them a couple of reciepts and I was on my way.
