My highbeam indicator stays on but my headlights will not shut off without disconnecting the battery on a 99 dakota. What could cause this and how can I fix it?

I've checked the relay's but I can't find one specific to the headlights. All the ones I check are good though. I think it might be in the multi function switch on the stearing column. Could this be the case?
