I have a 95 V8 Dakota and the transmission isnot shifting out of 2nd gear until it gets to about 45 or you let up on the gas. Could this be a cable adjustment or sensor problem?

It's a mechanical issue, not a sensor. Check the kickdown cable first, then go from there.
