What is a good way to stop rust, is there a way to seal out the moisture around the fenders? What can I do to stop the bubbles? Or slow it down? Thanks for any help.

Rust is like cancer it's pretty much a terminal illness, good thing fenders are cheap. Anyways most of your rust and moisture is coming from the inside off the fender where all the salt and crap sits. You could try washing that all out and treating it with acid, they sell products just for this, oxisolve is one eastwood sells that works pretty good on light rust. Then i would coat it with por-15. If you were just to sand off the rust, bondo and paint it, the rust would come back through in less than a couple months.
