took my truck to get it inspected, and the OBD II would not work at all, took it to Autozone, and same thing. Not sure if it's the connection, computer, what. Any help would be great. Have a '99 Dakota 3.9, no mods.

I'm not having any problems currently, and this is the first time having to get it inspected. Just got the truck this year.

check your fuses Not too sure which one the DLC runs through but it is the most common problem for no communication.

Isn't 99 the year that you HAVE to use
a proper ' reader ' for ?
Won't give out codes any other way ?

I've never been able to get codes out of my truck using all the
normal methods discussed on here except for using my scanner
and mine is a 99.

My does that, but to get it to work I have to hold up on the connector when it's in as if there is a poor connection at the OBDII port. It's as if the weight of the connector and cable pull down on it making a poor connection.

I hope this helps.
