 Subject: Mods and HP gains???

I am a little confused about the HP and Torque gains advertised by manufacturers and retailers. Many of these bolt on items show the possible gains you can get from installing their products.
Now my question is, if i install say two items each giving a claim of 10 HP, does that necessarily give me 20 hp gains?
Example, 1.7 roller rockers, improved throttle body and intake, MSD ignition, 8 mm wires, 3923 plugs.
Not looking for specific numbers, but, how would these together actually affect output?
