Look under your truck, Driver side, tucked inside the frame between the Tank & Engine. IF '00 still has an in-line filter that's where it will be.
If it don't work hit it with a hammer, Still don't werk? GET A BIGGER HAMMER!

I have a 2000 dodge dakota sport ext. cab V6...where is the fuel filter located and can I change the filter without changing the pump?

in the tank. and i don't think the filters are sold separately so, no. you'll probably have to buy the whole pump unit.
