I think my cat is shot. It rattles when I idle. Is this normal for only having 65k miles on a 99. Does anyone know if dealers will cover the replacement of a cat?

The dealer replaced mine. I have a 1996 with 52K on it.

That's what mine did before I replaced it. It sounds terrible at idle like rocks bouncing around. If you still have a warranty I would check on that first otherwise it could me about $100.

Cat warranty is 8/80.

my 93 has the same problem... it only has 43,000 miles.. would the dealer cover this?

The 8/80 means 8 years or 80,000 miles. This is for all emissions equipment.
So the answer is no.

My cat was replaced by the dealer for free about a year ago with the same problem. It was on my 97 with about 30,000 miles on it.

If you have a long tube like what a roll of wraping paper is on you can almost pin point the sound by using it. Just listen threw one end a move the other end around under the vehicle it works great for finding those noises that are coming from your truck.

Federal emmisions warranty covers PCM and catalytic converter for up to 8yr or 80,000 miles. Some states (California comes immediately to mind), require more stringent emmisions system qualities and therefore those states have more components covered as part of State emmissions warranty.
