 Subject: 91 Dakota Idle problem

OK I have a 91 Dakota V6 extended cab 4x4 w A500 trans.. 112k on the clock
When ever I start it hot or cold it revs to about 3k then after about 5 seconds slowly drops to a 900rpm idle..
ALso sometimes when you rev the engine it'll hang at 2.5k then drop down after a few seconds..
I've watched it in the driveway and it's a steper motor on the drivers side of the TB thats pushing the throttle open..
The other thing it's doing is going in and out of OD when I lift off the throttle between 20-40mph
It'll keep cycling in and out of OD till I hit the button to disable Over drive.
Why is it doing this??
