 Subject: what mpg should i have?

i have a 99 4x4 cc with exhaust(flo pro 1 to 2)iat sensor re-locate and kn filter.i know have 41k kms on it.the best i have ever had was 18mpg on 89 octane.i average 17 best and 13 worst.what's up with that.looking on a sticker for a 318 it's 21 city.i know my 6 is working harder but not that hard.
allso this may be a stupid question but here goes.i have k&n filter.i should have went with a cold air system,but 90$ later it doesn't make sense to buy a cold air system.if i run a 3 inch pipe into my air box from my grill do i not get the same affect?
