Well the pcv valve was not the problem after all. The problem turned out to be too much dielectric grease on the spark plug terminals.

I had put in all new plugs and decided to try some dielectric grease on the wire boots. I had never used this stuff before. I had a tube of the stuff as opposed to the small packet they sell you at the parts store. I put a pretty big glob in the boot and then pressed it down on the spark plug. Apparently there was so much grease that it kept the wire from snapping fully onto the terminal nut of the spark plug.

I cleaned most of the grease out of the boots and now everything runs smooth.

I looked at another message board on this subject and there seems to be some disagreement about whether it is OK to get the grease on the connection. Some people just use it on the ceramic part of the plug to make it easier to remove the boot in the future.

Also some people said the grease would adversely affect the voltage on older vehicles like mine that have a spark coil.

So the problem was all my fault.
