 Subject: Starter hang up

I got a problem when i go to start my manual Dakota at times. sometimes, i step on the clutch, all the way in, and when i turn the key, the started just grinds. then i can usually pump the pedal a couple of times and the started turns over just like if it was brand new.
any ideas, folks? the starter is about 3 years old, could it be that its hanging up and not extending out to the flywheel? or could it be nuetral safety switch is acting up?
