I believe they are but they no longer suggest that you replace them all. They only replace the ones that go into the water jacket. On the other hand, the bolts are so cheap, even from the dealer, that you might want to just replace them.

a head bolt.... i would replace them no matter what.... their cheap and it would save ya alot of trouble if an old head bolt would be streched or not hold turque setting.... or plan out break...
