not always, there might be some kinda of sensor that can tell the pressure in the fuel tank and wont let you start if not enough pressure, i.e. loose gas camp. hence why they tell you to take the cap off slow, because pressure does build up in the tank. newer vehicles coem with alot of stupid crap because the govt' says so.

What?? Ok are you just making stuff up that you think just sounds good? It really just sounds like you are letting anything run out of your head and onto the keyboard I.E. (might be some kinda of sensor). Come on dude seriously. *Kinda of*?? Anyways you do know that gas tanks do have breather tubes...if they didnt and it was a sealed tank, you would have NEGATIVE pressure in the tank on account of the gas being pumped out with nothing being pulled in. So when you take your gas cap off and you hear a hiss it is pulling air in not pushing gas fumes out!! Now if i am wrong i will gladly apologize

To Samuel Adams: Unless that is your real name you are using a trade mark and could get into real trouble. And stop being an ASS. This site is to help people with problems, not to call them out for being uneducated on certain topics. Gears actually knows what he is talking about and he actually sugested that the gas cap might be the prob. and since in your first post you asked "how", it is obvious you don't have a better explanation!! So sit back, shut up and let the experts help. We don't need your negativity here.

boys there is a charcoal canister under your truck which the gas tank vents into because of emission standards your cant vent a gas tank direct to the atmosphere because on hydro carbons... so the tank will always have some pressure therefore the if u have a leaky gas tank cap the check light may go off ...as for the codes i pulled the codes off my 2003 3.9 a week ago with the 3 on off key trick and it worked all u have to do is call a dodge dealer an they'll tell u exactly what the codes are for none of this $100 bs these other guy's are feeding you

Or if you do the key on-off trick...there's a website you can look all the codes up on (don't know it off the top of my head).

http://www.allpar.com/fix/80s-codes.html should be the list of codes that may be thrown in a 99 Dakota...

The charcoal canister by my gas tank has one of the tubes (vacume) broken right off. Could this be throwing codes?

It's very possible...have you done the ignition on-off-on-off-on trick yet? It's free, takes less than a minute, and will prevent us all from taking shots in the dark when trying to solve your problems.
