Does anybody know what the restrictor, or whatever it is, in the return hose on the power steering system is supposed to do? Is it needed?

Had to replace the hose,so I removed it from the stock hose and put it in the new hose,figured it was there for a reason. Just wanted to know what the purpose or funtion is.
