only in cold weather and at 2100 rpm I get a high pitched whistling noise coming from my engine.
My local dealer has no clue and my warrenty has run out. I have a 2002 3.9l w/air.
I also get the noise at 1800 rpm.

Hmmm.. Have you tried listening to the engine to find out where the problem is comming from? Could be one of the pullies. I oil my AC pully because it makes noise from time to time. You should try to find out exactly where the noise is comming from so that you can get more help.

There is an old thread on this problem that comes up every year at this time. My 2003 sxt does the same thing, only when its really cold. I don't think anyone ever came up with a ggod solution for this problem. (the whistle in mine sounds like it comes from inside the dash)

i believe i've narrowed down my whine(2000 3.9) to the fan clutch....definitely something on the front of the engine that will spin for an extra second or two after the engine is turned off.

If you check with Chrysler, they have found as I did, that the bearings in the alternator at the right temp. and speed will whistle. I had the bearings replaced and have not heard any of that noise again. My symptoms were identical to yours. I also have a manual transmission which you did not mention.
