I believe the 87-91 dakotas used an AIR injection system for emission control. They use a pump to introduce fresh air into the exhaust system to dilute outgoing exhaust gases.

Dodge says that the system pumps fresh air into the exhaust manifolds during startup to convince the O2 sensor that the engine is running lean, and forces the injectors to put more fuel into the engine, effectively warming it up faster.

When the engine is warm, the pump restricts flow to the manifolds, and introduces fresh air into the catalytic converter, to raise the oxygen content, thus speeding the catalyzing process of the unburned hydrocarbons inside of the converter.

Dodge claims that the AIR injection system helps control emissions far greater than just the catalytic converter alone, but, considering our trucks are some of the most inefficient, heaviest polluting vehicles on the road, I doubt this is true. Really, the reason for the AIR pumps was a simple idea.

"The solution for pollution is dilution."

By diluting the exhaust with fresh air, it enables a vehicle that normally would fail, to pass emissions testing without modifications to the engine or it's controls.

Instead of making the engine more efficient and less polluting, manufacturers used to just install AIR pumps to dilute the exhaust emissions to an acceptable level. I remember seeing a Ford 5.0 V8 with two factory AIR pumps (INEFFICIENCY).

I hope this tidbit of information helps in some way.
