I don't recall the exact layout of the cat(s) and 02 sensors, but it's quite possible that it won't even realize that the cat is missing. As long as the O2 sensors are still in place...
I don't think straight pipes will sound very good, and will probably hurt performance more than it will help.
Can't say much about the stock muffler bit.
Bob you have to remember that your EPA website link said "mobile sources", and used cars as an example. Of course mobile sources can be much more numerous. So if 50% of the sources are "mobile", what do you think the percentage of THAT is actually cars? Honestly I don't know, but it should at least provoke some thought. I bet half of that 50% is from semis. I bet a good portion is also trains, and airplanes (jet or otherwise).
Of course I don't KNOW that, but even still, consider it.

the pre cat is used to adjust the fuel/air ratio and the post cat is supposed the tell the computer if the cat is working

I see. I've heard that sometimes you can get away with just leaving the O2 sensor in the frame. Otherwise you need an 02 sensor simulator to tell your computer that everything's OK when it's not. ;-)
When you start messing around with the stock setup, you start taking your fate into your own hands though... the Chrysler engineers have a pretty good idea of what they're doing when they build cars.
