I think the fuel filter and pump are all one unit in the tank.

i went through this with mine
(94 3.9) the filter was a "sock" style and was on the pump inside the tank

have heard certain years had one along the frame just under the drivers door
if you didnt find one on yours
then it's in the tank
i just recently changed the pump assembly on mine and on the advice of someone here i moved the bed back a few feet and man it made it alot easier

When dealing with the fuel tank, it seems to be popular here to simply remove the bed vs dropping the tank. Less chance of gas spilage and it's only a handful of bolts you need to remove to get the bed off.

I'm in need to doing this when i get time. My fuel gusage is out (for the 2nd time).

There is actually 2 fuel filters in the 97-99 dakotas, and both are in the tank...one is a sock type, and the other is a canister.
