Wrong!!!
You totally fail to comprehend the princple. We are NOT talking about the potential flow from any given TB. We are talking actual flow thru the manifold. The measured flow thru any TB does you no good if you can't get it into the manifold.
For the imagination impaired we may have to take the illustration one step further than a resrictor plate. In place of the restrictor plate, install a blank plate. Now tell me which TB flows more thru that manifold.
I guess I'm going to have to draw a picture for some people.

Here is a worse case senario with a 50mm TB on a 47mm manifold; the gasket and TB badly misaligned with the manifold. The cross-hatch area is your effect throttle bore.
Does anyone here still think that they are going to flow the full potential of a V8 TB? Yes, I know the misalignment is exaggerated.

Where do you come from ? What do you mean by a blank plate ? If the plate blocks the TB, neither TB will flow anything. Draw me a picture, daddy !
