My 2001 with a 3.9 surges at highway speeds. I believe it is the torque converter because I can watch the RPM's move up and down when it surges. It does it on a constant pull under light load. It seems that the torque converter is unlocking and locking up erratically. I have changed the plugs, wires, cap, and rotor with mopar parts. The torque converter has been replaced also.

play with the switch and follow your wiring, it sounds like the electronic lock up is not getting a constant signal.

Wayne...let me know if you find the solution to this problem. After spinning my truck out on a slick on-ramp a while back and sliding backwards at 50mph mine now does it sometimes too. Very annoying and you KNOW it can't be good on the drivetrain.

It sounds like your TPS sensor is on it's way out.
Looking at the engine from the front, its the sensor that sticks off on the right side of the throttle body. You can get a pretty good indication of it's working condition, by doing the following...

get a digital volt meter, and set it to measure low (less than 20) DC volts. Backprobe the center wire on the TPS sensor, with the positive test lead. then place the ground lead on a good ground (neg battery terminal, nearby clean bolt etc)

Now you turn the ignition on, but do not start the truck. Slowly open and close the throttle by hand, while observing the reading on the multimeter... It should start out around .70v and increase smoothly to around 4.00v at wide open throttle... if you find a spot where the voltage jumps around, then the TPS is bad.. It's dosent allways throw a code when it's halfway working, just replace it if you're in doubt of it's condition. It's only a $25 part (at autozone) so it won't break the bank.

Another note...

You need a Torx T-25 bit for the screws that hold the TPS to the Throttle Body.

I had the same problem. (if you search you can probably find my posts) I checked everything before I replaced the TPS, and since replacing it, never had a problem! Have a 2000 Durango starting to do the same thing. Let me know if that helps.
