Subject: 3.9l Belt Problem

I installed a new serpentine belt AND tensioner on my Dakota 2000 miles ago. The belt was tight enough on the tensioner not to cause it to "tap" at its unsprung position when the engine was running. Now the tensioner is "tapping" at its unsprung limit! Did the belt stretch or is there another accessory that is moving causing the belt to loosen?

The pully on the alternator is all rusted. But the is no sign of wear on the inside of the belt.
