I am having the same issue. I put on a V8 tb and new cable. I cleaned everthing via speedtweaks advice. My truck idles like a champ, but when I give it a baby tap on the gas...it revs to 3k then back down slowly. It does not do this in drive or rev...just in park and N.
I checked the wires and got all the hoses back on right. The TPS is not too tight, and I never messed with the IAC.
Update:
I just went out and purchased a new IAC motor...and that did NOT fix a thing.
This is frustrating.

Of course it didn't fix anything, it's working just as it is supposed to.

Did you reset the PCM or give it time to relearn the idle setting? It is also normal for these engines to return to idle slowly, but not more than two to three seconds.

I drove it last night and it runs wonderful. Just if I tap it like...so slight...it goes nuts. and then take about 5 secs to return to idle. I am not sure what the hell it is doing.
Still seems like only in Park and Neutral.
Come on, I saw some other posts here, but no solutions.
I am at a loss.

You don't see it when it's gear because the transmission helps to pull the idle down quicker. Trouble shooting is a one step at a time prodedure. Do as KRC suggests and then get back to us.
