Message:
shackles on a 4wd 99' dakota would you want them to be longer or shorter to lift the truck? Im just not sure how it works with the leafs being over top of the mounting point?

Don't do it that way. On the 4x4, the leaf springs are on top the rear axle. The rear should be lifted one of two ways, either with spacer blocks or by using higher rate or add-a-leaf springs.

ok, how about for a 2wd? the axel is on top of my 98, so to lift it the shackels would be.. longer?

Message:
Larkin81. That depends on the shackle arrangement.

Is the leaf spring:
(1) pushing up on the bottom of the shackle? or
(2) pulling up on the top of the shackle?

If you have arrangement (1), a longer shackle will lift the rear.

According to the parts book, the 2WD has arrangement 1, so a longer shackle will lift it.
