 Subject: "Race Only " TB's?

What could make a TB race only and not recommended for street use, especicially when it is designed for a street legal intake manifold? I am referring to the 4bbl TB in the mopar performance parts catalog. And if its just emisions that make it race only, including parts like heads, cams, and manifolds, which can't be sold for emision controlled vehicles, could I get away with using them since i live in an area with no emisions testing?

I've wondered on this is also, this is what i think.
If it works like the old 4bbl carbs, you would have one set of Blades (butterflys) opening for take off and low speed and when you put your foot into it the other 2 would open ??
If this is the case it might make it to touchie for taking off on the street
