The PCM is the powertrain control module. A "flash" is basically a reprogramming of the codes in the PCM. Typically, the programmer will advance the timing and adjust the fuel injector pulse-width to provide more power throughout the rpm range. Not very many of these flashes are CARB approved, and that's something to consider if you live in California.

They are worth the money, in my opinion, but it is getting harder to find capable tuners that can find the right combination of coding to get adequate power gains.

Flash is a term that started with EPROM. (Erasable Programable Read Only Memory)
EPROM was erasable only when you removed a small sticker that hid a quarts panel. When doing so you could hold the EPROM up to UV Rays, such as the sun and it would chemically erace all stored data on the transistors. By resetting them to a 0. (0 being the smallest form of information. AKA Bit)
They called this flasing memory.

Now they have EEPROM (Electronic Erasable Programable Read Only Mem) All they do now is hook to ROM chip into a computer used to erase and re program the memory. This is also the type of memory used in BIOS to store your basic I/O (Input/Ouput) system settings an your computer. System clock whatever... They still call the proceedure Flashing, even though it has nothing to do with light anymore...
Sorry for the computer hardware lecture. But that is the way I see it.
