Yeah man it is safe. It gives your truck a much better apperance. But if you are going to do it I recomend doing by suspension, and not heating the springs or cutting them. This is how Tyler prolly did his and is pretty angry about how crappy his drives. I have a western chasis suspension kit in the front and hangers in the back as well as saleen racing shocks all the way around. It gave my truck a total of 3inches in the front and 4 in the rear. My truck is legal height and will hang a turn as good as a trans-am.
