What is the IAC plunger and where do you find it on a 99 5.9. Also how do you take it out and clean it.

It's in back of the TB. You should take all the sensors off, Thottle Position Sensor, and Manifold Absolute Pressure Sensor, plus the IAC motor. Clean the TB with TB cleaner. Clean the sensors too. On the IAC don't twist the little pintle that comes out of it or you may end up having to buy a new one. Get all the carbon (soot) deposits off. Then re-install.
