the throttle just stay put after i let off the gas. I think at full throttle it runs properly.

Do you have an aftermarket throttle body? I had the same problem with a Hughes throttle body,they had shaved too much off the throttle blade shaft and deleted the center support.At part throttle,the engine vacuum woult suck the blades down,bending the shaft and wedging the blades in the bore.Needless to say,I sent that piece of junk back and got a Holley!

This is not a problem.
Cents it runs sew good at fool throttle, just put her in newtral when you have to stop.
