Only if you add boost. Increased air flow is roughly proportional to the square of the diameter. (68x68)/(62x62)=1.2029 or an increase of 20%.
You would have to do an awful lot of engine mods to make use of a 60% increase in air flow. Getting your engine to turn 10,000 rpm might do it.
