i have been looking around for some performance upgrades to get more hp from my 91' V8 and so far havent been able to find much. could someone give me some names or links to some stuff that would help out. and is there anyway i could buy new engine parts and make my 91' 318 more like a 92' with 230 hp instead of 170

Unless you're planning on ditching the stock fuel injection system, you have limited options. You could get away with 1.6:1 rockers with the stock cam, that's about it. Open up the exhaust and be happy.

You could spend a small fortune pulling together the '89-'92 360 fuel injection, which would allow for a hotter cam than you can get away with on the stock 318 TBI, but you'd be way ahead swapping in a carb and ignition, or upgrading the whole topside to the Magnum multi-point system. Parts aren't bad at all on eBay. There was no interest in getting aftermarket emissions-certified performance parts to market on what was essentially an interim system while awaiting the Magnum's debut. It cost a lot to do that, and there never was much of a market as Mopars went. The trucks were the only V8's they had and they weren't selling many then (as opposed to when the '92 Magnum Dakota and the '94 Ram hit the streets).
