if memory serves me right, they reduce the plenum volume in the intake manifold to raise the air velocity through the intake runners to help with the low-end torque. i could be wrong.

No daddio was right...They are shaped like slightly curved 3 dimensional triangles. They reduce internal area, and help direct air flow better. I had to make one for my stock manifold when I ported and polished, cut back the runners, and removed most of the center divider. I tried it without the turtle first. It pushed my power curve into the 3 grand area and I lost ALOT of low-end grunt. I installed the turtle I machined, and reduced the internal area of the manifold more by filling in and conturing several areas with a combo alunimum/silicon/belzona, and retried it. Power curve is now around 2400 RPM, and I only lost a small amount of low end (hardly noticable). Hope this helped.

If it doesn't fit, you're using the wrong hammer!

here's a pic of a small and large turtle. they dont reduce the volume all that much. they mainly serve two purposes. one is to help direct air into the runners and secondly to keep nitrous from puddling in the bottom of the plenum.
