Message: If you have the precats, like most of us do, you can remove the third cat, but you will probably not pass emmission testing if you have it. Have you done any other mods to your truck? you may not nitice any difference. With you third cat removed your engine will be a little bit louder. You may notice some gains in the upper RPM like arount 4000+.

Message: do a search of threads on this site and you will find plenty of commentary about removing the 3rd Cat. I did mine, then graduated to a true dual exhaust.
1. yes, it is illegal.
2. yes, it is easy. A saws-all and some pipe.
3. no, it doesn't help that much.
4. if your county/state does an exhaust pipe gas inspection, you most likely won't pass. The O2 sensors on the pre-cats assume that there is a 3rd cat to burn off any excess gasses.
Ask yourself why you are doing it.
Sound? nope. It won't help unless you have a cat-back aftermarket exhaust.
Performance? nope. I noticed no benefit.
Look? nope. It looks worse afterwords.

Message: Highly unlikely that you would be stopped and randomly inspected for having all smog related equipment on your truck, but I've heard of random stops of noisy vehicles and then when they found the cat missing the driver was arrested. May be a misdemeanor or felony to tamper with federal emissions devices. No kidding.

Message: It is illegal to tamper with federal emissions equipment. That said, emissions testing varies per state. Here in Texas, emissions testing is slowly being phased in. Right now the metropolitan areas have it, but the type of test depends on your vehicle. My 92 gets hooked up to the exhaust pipe and run on a dyno type machine at two speeds. Failed last year on emissions. My wifes car, which is a 1998, just gets hooked up to the OBDII connector. As long as that info is correct, she passes. They never even check the actual emissions on the exhaust pipe. And there is no testing on pre-emissions vehicles.
