I've always heard intake first. I'd throw on a Mopar PCM before anything.

Recently I've seen a page with mods listed for certain engines the 5.2 and 5.9 both showed very nice gains from headers and exhaust.

Headers first. It will only give you a modest engine output gain for starters, but the weight drop will help your 1/4 mile times and gas milage.
