I own a 99' Dakota with a 5.2. I would like to bore my TB myself. I don't know how to, and what tools do i need? Is it worth it for me to do this myself?

It's pretty easy. Get yourself a Dremmel or similar.
Just make sure to stay off of the machined (lower) part of the TB, the area which the blades come close to. You don't want to take any material off of that area, just the upper or tappered part of the TB. You'll see the 'step' from the 'cast' looking area to the machined area, get rid of that and you're doing good (this is where you need to be extra carefull).
Go slow and smooth out all edges and transitions into the bores. Thin the shaft while you're at it, but just on the part that is visible in the bores!
Patience and care should yield flow gain in the 15% range.
Extra tip: trim the TB to manifold gasket to match the TB. Typicaly it's a bit small. This alone will net you some gain.

I used my nuematic rotory (dremmel like) with various stones. I used a metal cutting bit to remove the mass material in the first step. then I used some round sanding wheels on it to polish it up smooth. I just basically used what I had sitting around.

And it came out like this. This was my stock 68MM TB.

It should be at least 68MM now. I didn't bother to mic it. But there was a sh!t load of metal shavings that came out as I ported it. Several tea-spoons worth!

I have 2003 4.7 Quad Cab. I am wondering if boring my Tb will give me any horsepower or just better throttle response.

Well that's what my truck is. I didn;t notice anything really. Maybe at 5K+ RPM's. I heard it helps with the HO cams though. I kind of did it in reverse.
HO cams this weekend.

I modified my Dakota `99 5.2 throttle body using a Dremmel. I noticed improvements in performance, mostly top end.

When grinding the inside bores make sure not to grind away were the blades sit or it may effect your idle. I traced that section with a marker or you could use masking tape to protect it.
When your finished it is very important that the blades don't bind or stick in the bores or things can get ugly.

It really wasn't that hard to do, but consumed a few hours.

Here are some pics of my TB:

Don't forget to remove your air horns or in lamens terms the funnel looking things that stick up... Shave these down level then draw in your area to remove then go at it while funneling in the area that your removing to replace the air horns... I know on the V6's you can expect "when done right" atleast 10 to 15 more hp... Never done one on a V8 to tell how much it will help...
