Trailer hitch is pretty much the last thing on the truck. There's nothing really "behind" it.
Just about everything is in front of it, though.
Describe the bar, and what it's attached to, and we can figure it out.

You don't say what truck you have, so I'll guess a little. For a while, Dodge placed a heavy rubber mounted bar back there as a vibration absorber. I had a '90 club cab dakota that had this. Supposed to make the truck ride smoother. Must not have worked well, since they don't do it any more.

its a 2001 dakota, and the bar fits inbetween the mounting rails of the trailer hitch. the bar is big around and will twist and move like its mounted on rubber brackets.The spare tire edge hits up against it.

I don't recall ever seeing that on my 2001 QC, and I was just under there yesterday. I'd go out and look now, but it's pouring rain, and I might melt.

I have a 2001 Quadcab 4X4, I know the part you are talking about. It is a vibration dampener.
Like .boB and Rivermaniac said, unless you have an oversized spare it should not be contacting the dampener.
It does provide some harmonic damping.

It's a vibration damper. My '90 had one, so I had to look it up then. This is clearly the same thing. It's small and doesn't weigh much, so I would just ignore it. It must do something, or Dodge wouldn't keep installing them all these years.
