I was offroading in my all stock 99 cc 4x4 going thru a few ruts with about 1.5 feet of water in them. When i got out ( no prob with new wrangler rt/s tires ) and got her back home i noticed i had knocked my bumper out of algin somehow. Musta hit a rock buried in there. I looked under the truck and saw that it looks like 2 bolts could be loosened to bring the side down again. . .is this true? The passenger side of the bumper is moved up about 1.75-2" other side is fine.

Thank dodge for that crappy fiberglass, flimsy bumper you got there. If you even think about leaving pavement it just breaks.
But yeah try adjusting the bolts to realign your bumper. theres eight total..two on each side just inside the grill when you lift the hood. and two more on each side underneath by the foglights holding the corners up.
