I don't know what it's called, but I am getting a constant build-up of that green/blue powdery stuff that builds up around the terminals, on the positive terminal. I clean it, it comes back within a week. Is this bad?

It's corrosion, when you clean it off put a coating of vaseline over the terminals that should stop it.
