There aren't too many changes. You get 4 wheel disc brakes, but still have to pay for 4 wheel ABS. They took off all badging on the sides except for a big 4x4 behind the rear wheel. The tailgate has Dodge and Dakota on it. There is a new set of wheels-the ones that you get if you DONT have the tire and handling group, that look like a 16 inch version of the 20s that you can get on the Rams.
So most of the changes are minor cosmetic ones, except for the brakes. I had a 98 before this, so the dash layout was alot different, but again, just cosmetic, as well as the hood badge that has DODGE in silver instead of red...
That is about all that I know.

Thanks for the info. The dealer told me that there were very few changes but just wanted to be sure.

If you get the optional skid plate package, all the skid plates are made out of steel with drain holes(finally!!!). And they seen to be higher off the ground than the old composite plastic crap!!!
